"No Way Out" won't unlock on Bloodweb & Loadout

SUMMARY OF THE ISSUE: Bloodweb shows perk but won't update from stage I to stage II. ("No Way Out" on "The Wraith")
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
When spending points on the bloodweb on "The Wraith", I tried to unlock "No Way Out II". When the next web reloaded, it showed up again as "No Way Out II" instead of "No Way Out III", I tried unlocking it again, and it showed up a third time on the next web where I ignored it. My loadout doesn't show the perk as stage II, still has it listed as stage I. This happened after I updated to version 9.2.3. | Bugfix Patch.
