Streetwise buff proposal

Honestly Overall i like the current design idea as a way to encourage players to interact with chests more as a side objective, currently though i feel it's boost threshold to item charges is at a degree it only really works for toolboxes at a net time loss.

My proposal is boosting it to be +100% charges on an item, to effectively give the perk much more synergy, reaching a 2 heal threshold so it can work with perks like pharmacy as a decent 2 perk heal combo that still requires time investment hunting and opening chests for self sustain. it would also up toolboxes but again the time sink makes it less value than just staying on a generator and its only 20 % more a perk no one has used after its bug fix since 'built to last' currently is a much more time efficient, easy to use perk.

With these changes i could see a good potential for the perk and making chests more relevant as a whole. giving the game a 'side objective' for survivors that more would engage in.
