Dracula's Brown Add on Changes
A lot of these addons that Dracula has for his brown ones change things that are ONLY changed in these specific add ons
There is no higher tiers of these addons
There is no other way to change them in game by doing any specific action to speed it up in game
This is why these add ons were most liked, not because they were overpowered and needed to be nerfed like they did (especially not because they were only 10% of an already small number), but because these were the only way to get faster shapeshift, faster shapeshift cooldown, (not so much faster hellfire since he has one other add on that does that).
Now someone might argue, well he got faster hellfire cooldown basekit recently with his side grade changes, which is true he got 5% base kit, and because of that I assumed that's why they nerfed the Ruby Braclet to 5% because they made 5% of it base kit. However Clocktower Gears and Travelers Hat also received a nerf alongside this changes/nerfs even though the effects these two add ons have were not changed or altered in any way for Dracula's base kit. They did nothing to shapeshift speed base kit and they did nothing to change his shapeshift cooldown.
It seems these two addons got hit by the stray of simply having a high pick rate and therefor it was seen that they needed be nerfed because they were to OP. But like I said this isn't the case, we have to not only take into account what I said earlier where these are the only addons in his kit that effect these things and they don't have any higher tier versions of them, but also the fact that these are brown add ons. Brown add ons ofc are going to have a higher pick rate across all players since they are cheaper, especially if it gives and effect people like and that effect is only obtainable through those specific add ons.
What I would like to see:
Revert Travelers Hat Back To 10%
Revert Clocktower Gear Back To 10%
Finally after this, you can either keep these two addons brown and cheaper, or if you are hesistant on reverting them back to 10% because you are worried about their strength with them being a cheap brown add on, increase their rarity to Green or even Blue!
Dracula has several addons that are in the Green Tier and Blue Tier that could easily be brown tier worthy with how niche and non useful they are that these addons could easily take their place if they need to be increased in rarity to justify reverting them.
