Oni seems to get his power too quickly in 2v8? Thoughts? P.Head needs more Range too

I think Oni still gets his power too quickly in 2v8 even without Legion, it feels like its always up. Maybe making it so m1's and hooks are the only way to get the blood? He is very snowbally and it's not the most thrilling to go against because of it.

Also buff P.Heads range, I think he could really use it.
