Dark Lord's Hellfire Cast Time Inconsistency / Latency

SUMMARY OF ISSUE:
Since the 8.6.0 patch, I've felt that Dracula's Hellfire has been suffering from a possible latency/cast time inconsistency. Recently, I recovered some game clips from last year and was able to put together a video to illustrate my suspicions. Lining up inputs shows the Hellfire can have similar cast times to when Dracula was released, or possibly MUCH longer casting times leading to misses and improper placements.
PLATFORM:
PS4, anecdotally confirmed with players on other platforms.
RECREATING THE ISSUE:
Casting Hellfire normally will result in varied casting times, possibly causing visual AND physical delays in the spell's hitbox.
