SUMMARY OF THE ISSUE: whenever I use a place offering, we never get sent to that place. Even when no one else has put one or no one's put a place remove offering. They haven't been working for a while now

Map offerings give only flat 20% chance to get the map in question since Patch 9.0.0. So its not a bug you are just being unlucky of the 1/5 chance of getting the map. They also don't stack so even if two people use same offering the map chance is that flat 20% for that realm/map.
