Bloodpoint incentive inconsistencies

Hello!

I was wondering why there are often differences in the bloodpoint bonuses when I play with other players. I could be in the same region/city as another player and they would have 1.5x bloodpoint bonus while I have none. (As survivor)

I literally have friends that live together and sometimes when we SWF, one of them will have the bloodpoint bonus and the other won't.

Does anyone have an answer?
