Will there ever be a chaos shuffle Tier 1 variant?

i honestly liked when chaos shuffle was bugged at one point early one to only give out tier 1's

i would love for bhvr to experiment around it and see the feedback on it,

like exhaustion perks taking 60s, gen-regression perk taking less gen progress

so on, so fourth.
