Kill Rate is not a good balance metric

It comes up so often that the kill rate "target" is 60% and I hate seeing this so much. Kill rate does not tell a good picture of killer performance. Killer balance should be looking at the kill distribution and comparing the % of 3/4k,2ks, and 0/1ks.

When it comes to match outcomes the difference between a 3 and 4 kills and the difference between 0 and 1 kill are largely irrelevant as it pertains to how well balanced a killer is. A killer can be extremely good at securing the 4k because of high mobility and the ability to quickly find the hatch and they will have higher kill rates on average than a killer who doesn't have mobility but has similar strength. A killer that makes it practically impossible to unhook like bubba can almost always get at least 1 kill since they can basically always secure a single kill. This will result in kill rates being inflated for the killer because they 1k in situations where others may have 0kd.

In both situations the killers are still winning or losing, but even though the ultimate outcome of the match is essentially the same, the kill rate statistic counts each result significantly differently.

A weak killer that good at securing kills may always be able to get at least 1 or 2 kills, have a below average win rate, but still manage to hit the arbitrary kill rate target.

In theory a killer could 3/4k 60% of the time, 2k 30% of the time, and 0/1k 10% of the time but if all of their losses are 0ks, and all of their wins are 3ks they would have a "perfect" 60% kill rate even though survivors playing against them only win 10% of their matches and the killer player wins 6x as often as their opponent, I believe most people would agree a killer with such a distrubtion is significantly problematic.

All this is to say I hope that BHVR's metrics for balance considers kill distrubutions and not just blanket kill rates when balancing
