Is The First just a more powerful Unknown?

So I noticed this while watching all the Vecna hoopla, and since this isn't really discussion regarding the PTB and more just for live, why does Vecna The First seem like a more powerful Unknown? Specifically how forgiving using the power and missing seems to be.

If it's possible, I'd love for the Unknown to be brought up to a similar level as The First, but they seem like they're not going to be addressed, especially with how the community calls the Unknown "The Harmless".
