Someone is playing DbD through behaviour, How do I report it?
My steam account was hacked a few month ago, I got it back and realized said hacker played DbD but since I changed the password I did't pay it any mind. Come to find out the hacker linked my stolen steam account with their behaviour account and is now playing through there. How do I repport it to behaviour? Can I unlink my steam account from thir behaviour account?
Don't really know if this would belong here, but please help me.

You should contact behaviour support and prove to them that you are the owner of the steam account. Since steam is where the game can be originally bought, I think that they would give you the permission to unlink the behavior account once it is confirmed your account to them.

I'm going to lock this as it's really a player support question - nobody can assist here. It's more complicated that it first appears as Unlinking / Unsinking is not doable since cross progression was fully implemented and Support do not bypass that. There can also be issues with the Behaviour Account as you would not have the required email address for it.
I urge everyone to protect your accounts, enable 2FA, use strong passwords etc.

Do you know if a purchase receipt would work as proof?

Yes, but they should ask you first. You can find the original receipt sent through the email from steam back when you first bought the game, or if you go into steam and look at your account details and purchase history. i think one of those two should be enough. Worst case scenario they might ask you for the payment method used to purchase the game. This is what other customer supports usually ask for to verify identity so that's my presumption.
I would first explain to them the hacker situation and ask for an unlink of the behaviour account since it's not yours, and then see what they respond with. You dont have to send the proof of purchase in the first email.
