Then why do survivors use it not for anti-tunneling purposes?

Because people inherently want to get the most value out of their perk.
As a killer, you typically have a choice to pick them up or not. Speaking from experience, I know how annoying it gets if, say, you're Cenobite and a DS-user solves your box knowing you can't hook them. Or, you're trying to pickup another surv but they over with a flashlight or for a pallet save.
It's not perfect, not by a long shot. Should some killer interactions be considered a CA? Maybe. But DS's purpose is to be a tool against hard tunnelling.

Playing aggressive and trying to bait the killer into a stun is engaging and fun for a lot of players.
DS is really the least problematic of the tools used this way, since it can be avoided with 100% consistency on the killer end.
