Diminishing Returns also includes effects from the opposing sides. is it intentional?

Yeah, this is one of my main issues with the new system, I don't think the new system should apply to self-inflicted debuffs like this. Although self care + coulro is a more niche example the same type of thing would occur with mangled and a medkit which is a lot more common

I think buffs and debuffs you get from other sources should not factor into these; except maybe Boons. Leader and Better Than New can become even worse; especially if your teammate already has a healing perk. They can't really buff them, because they would get outts control in their own way; considering they buff more than healing, and will just cause players to run the more specialised healing perks like We'll Make It , or Boon: COH.
At least that is what I think might happen.

I'm not sure why they don't consider buffs and debuffs as separate modifiers. It is weird that they are being combined together under this system.
The proper system, imo, would calcuate the final value of all buffs and debuffs separately and combine those final values together normally.3 -
from what I tested they semmingly are seperated, it's just that Self-Care and coulrophibia gives you the same debuff, the system in place now does not care where it comes from. Similer with the other examples, Singularity is giving himself a 50 percent hinder debuff, and chem trap is also applying 50 percent, so the game takes one of those and reduces it.

I don’t see how this isn’t intentional, the system’s intention is to prevent buff AND debuff stacking. So self care’s heal speed debuff and coulro’s stack with diminishing returns applied to them. Both affects are still making your heal speed dreadfully slow, but it does so to a much less painful degree than the current build of the game.

It's also notably a different number than what was stated in the stream - Singularity should be slowed by 75% Hindered, instead of 62.5%. Overclock + Chem Trap is 2 50% Hindereds, so by logic from the stream, Chem Trap should be reduced by 50%, turning into 25% Hindered. I'm not going to push the math on the Self Care + Coulro but something is obviously wrong when it comes to the math.
Here is the modifiers in the stream itself to show that this should be the case instead:

I noticed it after I posted it yesterday, not sure why it is double reducing one of those effects, but It is probably a bug with thier interaction. Maybe Chem trap or Overclock stun gives two instances of the debuff that don't stack, that then just reduces the other. I'm not sure though.

That is why this is posted here to get an answer. The devs mentiond they want to diminish specilised builds, but said nothing about other effects from opposing sides being included. If a killer brings Dying Light, the Obsession gets a 33% heal bonus, but if they have botany they will still heal faster than normal but the 33 percent heal bonus will be halved. I'm not sure if that is intentional, considering it's really supposed to be a killer debuff not a survivor buff. so hopefully they answer?

This is because of how penalty stacking works in general (without the new system), as stacked penalties (including Hindered) are always multiplicative. Without the new system, 2 instances of 50% Hindered is calculated as:
(1 - 0.5) * (1 - 0.5) = 25% movement speed (or 75% total hinder compared to normal speed).
Now with the new system that second instance of hinder gets halved so it's calculated as:
(1 - 0.5) * (1 - [0.5 * 0.5]) = 37.5% movement speed, or 62.5% total hinder compared to normal speed. So it is working as intended, the new system just adds an additional step to the calculation. That said, I don't agree with it working this way for self-inflicted debuffs like this.
