Odd low FPS?

Alright, so during this time I wasn't exactly knowledgeable with computers, I have a little bit more now how ever the problem I had still confuses me to this day. About a year ago I had a pre-built PC (Lenovo Erazer x315 to be exact) which specs have more than enough power to play Dead by Daylight at good frames and decent graphics. How ever I was wrong, I could play the game at 20 fps with 0% res and at low, how ever I had a friend of mine who knew more. So I brought over the computer over there and it was running fine. 60 fps on medium. This wasn't only happening with Dead by Daylight, but every other game as well. Such as CS:GO hell, even Minecraft. (I could run Minecraft just fine, but its when it came to using a Shaders mod).

Hope to be able to find an answer soon.

EDIT: The only possible thing that I could think of is the internet provider? I have Rogers, he had Bell how ever why would that effect FPS?
