Flail applying terrified doesn't cause survivor to lose collision

As the title says, I hit an injured survivor with flail, terrifying them, yet they didn't lose collision and I was able to body block them for the M1. I really hope this isn't intentional because it creates a lot of issues in terms of fair chase gameplay I'm sure is apparent given how basic attacks and power hits already cause survivors to lose collision.
