Lighting up of the perk icons

Without considering the rotating timers, the perk icons light up when one of the following conditions is met:
1) the perk is producing its continuous effects (Iron Will, Ruin) or temporary effects (Sprint Burst, Distortion);
2) the perk has been activated by the owner and is ready for use (Deliverance, Pop Goes The Weasel);

3) the perk can be triggered by the opponents, because the preliminary conditions are met (Make Your Choice: the killer reached the minimum distance from the hook).
Now, considering that Iron Will, Lightweight and Urban Evasion are three static, passive perks, which do not require activation nor triggering conditions (they belong to the first of the aforementioned categories), why does Iron Will only light up during the injured state, while Lightweight and Urban Evasion are always on? They should only light up during the run or the crouched walk, respectively.
Please, adopt a uniform graphic language to help all players understanding the icons meaning: a very simple quality of life improvement.

I dont understand why Lightweight and Urban Evasion should be different. They trigger through the entire game with no prerequisites whatsoever, while Iron Will requires you to be injured. I see no reason for that.0

It would probably lead to more visual UI confusion if your perks continuously lit up over and over again with simple actions such as running and crouching. All these other perks light up after a condition is met that usually can't be applied and unapplied over and over again. I don't really think this is that big of a deal. As long as you read what the perk does, and the perk lighting up actually conveys some important information (not when your scratch marks fade away 3 seconds less), then it's fine. An example is the change to Make Your Choice. Lights up when you're far enough away, leads to more clarity on a perk that needs it. UE and Lightweight? Not so much
