The reboot is not a loophole as the ruling bascially covers making any new content going forward not what was before the lawsuit.
The lawsuit means Horror inc can no longer produce films or new forms of media (games) called F13th in the US, now in theory they could release the iconic character hockey mask look and call it Jason Vorhees chapter but it cant be called or have anything to do with the name F13th.
Miller can make a film using F13th name and Jason Vorhees but not the hockey mask look.
Horror Inc also retained the international rights as the law doesnt apply out of the US so again in theory DBD could make a deal with them to make the character available everywhere apart from in the US and use the name F13th, its a minefield right now

International copyright law isn't restricted to just the USA. Regardless, their product is available worldwide, so they have to make sure it complies with both international law and the laws of the countries in which they intend to sell it.

i bet they'd love to do that.
however, jason is a licensed killer. that means that the devs can not just put him into the game without having to face lawful consequences. they need to ask the license holders, if it is okay to put him into the game. the problem is, that jason has multiple license holders and some dont want to have him in another game, as he already got his own game.

It'd be amazing if he was added. Untill Miller and Horror Inc. come to an agreement however the rights for Jason and F13 are split between two parties.
Mabye Behaviour could hold some kind of F13 Geneva peace talks among all parties to work it all out. If Jason was added to this game it make bucket loads of money for all involved.

I think your view is distorted. Pig received the spot as the second most successful licensed DLC. The Game was a very valued and refresher idea of smaller maps. The ones who say that its badly designed are salty Survivors who cant bear to have one map that doesnt favour them (and Trappers and Huntresses, I guess).

It is finished in the sense Miller won the suit and got the rights to the original film and F13th name in the US, he can make a F13th movie with Jason Vorhees for domestic purposes but he cant use the look of the charcter portrayed in any movie after that first one.
Horror inc can portray the look of the characters after the first one and use the name Jason Vorhees but cannot reference the F13th brand name, unless its for international release.
There are still many obstacles to overcome and make it all come together and tbh it looks like both parties will have to come to some sort of agreement or a worldwide F13th movie Iconic Jason may never come to light, as I said its a mine field and I dont see why anyone would want to get involved with such a mess right now.
The more I read about the situation the more complicated it gets.

This all could have been avoided if Horror Inc. gave Miller some cash royalties going on forward but they were greedy and thought they would easily win this case.

that is, the one that comes out without damage is always the horror inc. since he still has the rights to the jason character, he just needs to do any project that isn't published in the united states and they have solved it

The thing is now Horror Inc. can't release any material inside the states that uses the words Friday the 13th, Jason Voorhees, Camp Crystal Lake, or Pamela Voorhees without involving Miller .
Sure they could release a movie with the iconic Jason look but they couldn't use his name. Talk about awkward.
They should swallow their pride and get Miller on board with the future of franchise. Miller has said he wants to see more movies and games. The ball is in Horror Inc.'s court right now.

Do you have any idea how big the USA's market is? Why would they deprive themselves of it and be met with outcry from them? It's a losing move.

While the above link is just the box office revenue you can see domestically it does really well and not far off international, the US generally is the largest country for most movie sales of any country bar a few movies which have really done well in China.
In terms of the profit from the movies that could also be more domestically as I am pretty sure international movies ask for more profit from the actual movie theatres and also you have to take into account what they pay for advertising campaign's in each of those international countries.
There is of course streaming and retail sales profits along with merchandise to consider but I would guess the US also has the largest single market share with those.

you are right but on the name of jason voorhees make a lawsuit for that too? because in reality, even in the first film of 1980, the dying is called jason voorhees, so who should have the rights?
because the question then is all about the name, because if the rights of the field and the mother has a person, and the name of the killer and the mask has another, if they do not make a deal will never get out
