Can This Balance SWF?
I think the best way to balance SWF is to handicap the SWF team itself while leaving the killer and other survivors alone. This way killers aren't being buffed to the detriment of solo survivors, and survivors aren't being buffed to the detriment of the killer.
For the most part, a solo-queued survivor and the killer each have 4 perks. Occassionally, other survivors might step in to help, adding more perks to the equation, but the other survivor's help is not guaranteed. Survive With Friends, more often than not, guarantees teamwork, adding up to 16 perks against the killer's 4. If SWF is going to act like a unit they should be treated like one.
SWF should start the match with less perks so that their combined strength is balanced. Each member starts the match with some of their perks locked. These locked perks can be unlocked as members of their SWF team die.
For example, each member of a 4-man SWF would start with their 1st perk slot unlocked. If one of them dies, the rest get their 2nd perk slot unlocked, and so on. The last remaining survivor will have all 4 of their perks unlocked. (Only sacrifices & disconnects will unlock perks, not escapes or hatch escapes via key.)
- 3-man would start with their first 2 perks unlocked.
- 2-man would start with 3 perks.
Optionally, item and add-on rarity could also be handicapped:
- 2 SWF: Ultra Rare Items/Addons locked.
- 3 SWF: Ultra Rare and Very Rare Items/Addons locked.
- 4 SWF: Ultra Rare, Very Rare, and Rare Items/Addons locked.

Where if the SWF group have 2 wins or more streak going then they vs two killers at the same time.
