Botany Knowledge is an auxiliary perk, which helps healing, like Vigil, which helps recovering from Status Effects (Exhaustion, overall), so it needs to be powerful to deserve a perk slot. I agree with the buff.

Botany is honestly fine.
You can heal mid chase with the right medikit and addons with BK equipped.

That won't make a difference really.
Current Botany Knowledge turns healing from 16 seconds to 12 seconds.
A 40% Botany Knowledge turns healing from 16 seconds to 11.4 seconds.
There really is no point.
