Its not official whitelisted, but the percentage of getting banned is below 0.1%
No records of anyone who got banned and EAC doesn't care about UI files at all.

As said time before, it's a 'Do so at your own risk' kind of deal. So long as there is no unfair gameplay advantage the BHVR devs themselves won't ban you. But I believe it is EA(?) who bans you if they detect modified documents.
Apparently this is rare though.
