Will PS4/Xbox ever get access to the PTBs?
I Want to give feedback on upcoming changes, like the Legion changes, for example. But being on Ps4 prevents that completely. Will I, and others, ever be able to access the PTB?

No. PTB will always be pc only.
They have no way to have separate builds on console.

Pubg have the test server on ps4? It's not impossible but I imagine it's really expensive.

they COULD, but that would mean 100% of the console players would be FORCED to play the PTB until they take it off

No. Pubg does PTB by having two versions of the game you can download. When you buy the game you get both.
As another has said, this is probably fairly expensive.

You COULD theoretically do like betas, and simply release a Download of the PTB through the psn or xbox store. Download it all, your account is tied, but it's a separate application and data.
