Camp Camp Camp DO Something !!!!!
Before you add a timer to keep killing the survivor, do something for the killers who camp the hook and don't let you do anything in the game. Is so frustrating to play against that kind of players and its killing the game.
You should maybe add something that when the killer camp a hooked or critical down survivor for like 10/15 seconds in a X range to give to the hooked/down and the helper a bonus like 5/6 seconds "immortality" or speed run or any bonus that will not let killers camp or even make the killers loose blood points or an malus.
(sorry for my bad english hope you can understand)

Because the EGC is somehow a buff for Killers?
Also, as @Orion said, do Generators. Best counter to a camping Killer is to pop all the gens while their face is inside the hooked survivor.

When you hook a survivor after getting past a full build of second chance perks and survivors camping the hook so you can't move one meter after you turn your back, what do you expect?

Perfectly fine with that. If it were up to survivors, killers would be AI bots on an easy difficulty anyway.
