Dark Devotion Cooldown and visual queue.

Why not have Dark Devotion show the killer the 0 terror radius duration instead of the skills cooldown?
If not, why not just have the cooldown the same as the duration?
Watching the perk tick down is confusing initially because it shows the skill cooldown and not the 20 second duration, when the 20 second duration is the most important aspect of the skill >_>
