The Legion Group
Frank: Every college wanted Frank, they were aware of his bad history but they were ready to make compromise, they knew of his speed and his athletic prowess, whatever it would take for Frank to come about of these high schools would occur at high priority, Frank didn't carry much academic interest, what was important to him was his group, his friends and his girlfriend, that was his largest priority, he knows he's failed plenty in life, maybe now he can shine some light. Susie and Frank carry a special friendship, Frank will do whatever in his power to protect Susie, any unworthy boyfriend is not a boyfriend for Susie, no man or woman will hurt Susie, that won't do. Susie and Frank would stay up late at night for late talks. Susie respect Frank to the highest degree but never does she want to put anything too much on him. Frank is the mastermind, the leader, he can gather his team and efficiently create the best route and win through that, many see Frank as a man who's wasted his talents for the wrong efforts.
Joey: Ladies was a big eye for Joe, he was always a impressor, a ladies man. Joe worked out and got bulk to show off the best of him, not afraid to do a thing, he likes to challenge his pal Frank once in a while, they always keep each other in check, keeping each other fit and their friendly rivalry went far for their friendship, Susie and Julie love watching their races, Frank has a girl to impress and Joe has everyone to impress, a show off contest. Joe will occasionally head out to lift, when it comes to crime, Joe will never hesitate to destroy a car or burn a house with Frank, even rough house with Frank time and time again, they time to time have to talk Susie into it, Julie caries that passion as Frank has to join the crime, Joe sees the group as more family as anyone else, home family is one thing, the family you make is another.
Susie: The shy girl, always one of the top out going students in her class, Frank doesn't no much of school but he'll occasionally show up during her break to take her out to eat, to help her with her work, knowing he is not the smartest guy, but Frank would help his 'little sister' out any time, he will be there and show up in the background, he's never too hard on her but when it comes to help, he's there, she was a highly prestigious student, sometimes keeping to herself, she was one of the looks of school, not no prep, but being in the friend group was not her only friends, she had girl and guy friends alike, Frank will watch out for her... Susie had been weak minded at times and easily persuaded but with Julie to talk with and the guys, Frank and occasionally Joe, not the best guy to talk to, Joe, he doesn't have too much on his mind for advice but he is all ears, Julie was always there for her and as Frank can take in her words and help her through her issue, no one under stood like Julie did, they were close in their friendship, they had been down each other's roads more than they initially thought, they helped bond through their tough times in their teen life, her friends have helped her overcome her obstacles and she feels ready to take on the challenges more than she had before, she has her own mind and will in which with some time has built up to be not as scared as she was, all of her friends can relate, they nourish each other with care, that respect and what they need have been fed at the hands of the people they care most for, each other.
Julie: Frank's girlfriend, she was the high talk of school, she had it all, the looks, charm, the personality and she was fierce, Frank's infatuation was love short after making his move, she wanted a way out and he was that ticket. Frank had been there to pull Julie out of a lot of tight situations, Frank was more than intrigued to see that Julie wasn't like everyone else, some snot nosed stuck up brat, they often went out for dates, Julie had no problem leaving a little early for some time with Frank, even if it meant she'd get in trouble in the long run, anywhere was dream resort as long as he was there, just about. They'd hang out near any of the small town's best spots, even simple walks would do well, there was no fake love or none of that bullshit in High school, there was Julie, him and his friends, that's what mattered, that's all that ever mattered, they're casual meets would get more enticing as what they did became more and more criminal. Susie and her hadn't had much of a chance to meet in high school, after meeting in their group, they had a special bond for their friendship, close, girls gotta stick together, Julie was never afraid to carry in Frank and Joe's Shenanigans.
Jeff: Jeff's live had not much entanglement with the Legion, but when he did a mural for the gang and exceeded their expectations, that was their fuel and model of who they were now, they didn't forget what Jeff did, Jeff would come to be thankful for his doing in the future, in the realm of the Entity, the Legion will meet again with him, and who knows, rather than a wound, he might receive pity and a greeting from the leader and the special counterparts of what Jeff helped put into artistic form. He may be spared for another day with thanks, whether that be a head start or giving him hope for escape.
All of this is just my thoughts on them and not anything I took from anyone or any lore, just had thoughts about the life of the Legion while I was bored.

I actually like this. Outside of Frank, we really don't get much for the Legion. Julie went with Frank as a ticket out of Ormond. Joey is impulsive and likes showing off. And Susie is Julie's best friend and shy and naive. That's literally it. So this is a nice extra, less janitor stabby backstory for them.

I really like your headcanon. I wrote a few fics on the Legion a while back and also developed a backstory for all of them. Here's what I came up with:
Susie (the protagonist of the fics I wrote, so the most developed character): Her father died in a car crash when she was younger. Her mother couldn't really cope with that, so she focused on her work as a journalist so much that Susie felt forgotten and left alone. She had a few friends over the years but stopped hanging out with them, preferring to be left alone. In High School she was alone for a while until she met Julie, who pitied the lonely girl a little bit and invited her to one of her parties. Julie and Joey had already known each other for a long time and Susie joined them, forming a small group of friends. At the start of the story, she's still very quiet and shy, but over time (and under Frank's influence) she becomes more impulsive, speaks her mind more and enjoys getting that adrenaline rush from doing small, petty crimes around town. Of course, these crimes escalate over time.
Julie: (Officially named Jules) She comes from one of the wealthier families in town. Her parents care a lot about their image and taught their daughter to do the same. So she became very popular in school because of this and she did enjoy the attention she was getting, but she also hated to have so many eyes on her at the same time. When she was just starting to throw parties, Joey showed up and basically told her the music was #########. They had a small argument and Julie told him that if the music was so #########, he should come over the next time with something better. He actually did and their friendship grew from there. When Julie saw Frank for the first time she was immediately interested. He walked with a hood over his head and his hands in his pockets and looked slightly bitter. He definitely looked like he didn't wanna be there, at school or Ormond, and she could relate to that. So she did what she thought was the best way to make friends at that point and invited him to one of her parties. As she grew closer to Frank, Susie and Joey, she started to give up her popularity and left old friends she hadn't cared much for in the first place. She was also the one that came up with the idea to have all their names end in kind of an -ie sound, but Frank was the only one that refused to be called something like that. He didn't want to be know as Frankie, lmao. Julie also had plenty of detention hours stacking up at one point, because she skipped class and hung out with Frank a lot who dropped out of school and some point.
Frank: He didn't remember much from his childhood but knew that he wasn't put into the foster system for nothing. He had been in many homes where the adults couldn't handle him and they always threw him out again and again, until Clive Andrews picked him up. He was the first foster parent he had that seemed to generally care less about life than he did. So he wanted to get away from Clive at first and move back to the city, because a town like Ormond was obviously dead. But Julie, Susie and Joey were enough for him to stay. Frank was very aggressive, impulsive and wanted to resort to violence when things didn't go his way, but he was never like that to his friends. (Note: I really hate it when people portray Frank as some psychopathic monster that was horrible to his friends.) He loved Julie with all of his heart, he was almost a father figure to Susie and he was Joey's best friend. He was the reason that all of his friends got into the petty crimes he had already been busy with back in Calgary, but that didn't mean his friends weren't willing. I especially developed his relationship with Susie, because I find it really cute in how he might have been this father figure to her, that protects her no matter what. He was the reason that she started to speak her mind and he told her that it was okay to tell them her opinion on matters. He was proud of how much she grew as a person. His relationship with Julie is also kind of different from what you'd expect, I see him as the "fists" but Julie is the "brain". Frank was very impulsive, but Julie thought about all of her actions and often times when he wanted to lash out, she stopped him and came up with a better plan. Sometimes these plans were just to stay calm, other times these plans were the crimes that they did. Frank dropped out of school halfway his senior year. After he was kicked out of the basketball team, he said he had no reason to stay. His grades were ######### and he didn't think he'd pass his exams.
Joey: (Officially named Joe) Joe comes from a pretty big family and was the oldest in the house. He took care of his siblings a lot when he was younger, but as he started hanging out more with his friends he kind of left his family behind and did whatever he wanted to do. He often told himself he was selfish for doing so but the family could often times be too much for him to handle. The kids were often left to take care of themselves because his parents had too much work to be able to take care of the family and he didn't come home that often anymore. If he did, it was for food or to get clean clothes and a shower. He slept in the lodge a lot. Joey and Frank were best friends and often playfully shoved each other around or were rough with each other. But when Julie and Susie were already asleep in the lodge next to the fireplace, they'd often sit outside, looking at the sky and they'd have more serious conversations.
What I believe happened on the night that the janitor got stabbed, was that Frank freaked out. Some sicko was holding his arm around his girlfriend's neck. His impulsive side took over and he stabbed the man in the back. When he saw what he had done, he yelled at his friends to finish the job. He didn't want to just stand there, alone, with his friends staring at what he had done. So they would all do it. Even if it meant he had to force Susie. Once the body was buried and Frank went into the woods, for some reason the Entity wanted him. The easiest way to get Frank into killing for it was to bring his friends over so he wouldn't be alone.

I love your take on it! I agree full heartedly, Frank was no monster, his friend group became mentally and more physically apt, they improved because of him, he was afraid that his anger showed weakness to the group so he wanted to test them while retaining the leadership, Julie and Susie are hardcore friends, Frank and Susie definitely have a family like role, Julie and Frank of course are dating.
