Make Green Envelope Bonus also count for Killers

When I use this offering as a SV, i'd see no problem why the Killer shouldn't get 25% bonus too. It would be really sweet to give them something. Also make the green envelope available in the Killer's bloodweb.
As Killer I usually thank SV when they add a BPS. This has nothing to do with the current Bloodhunt.
