Pallets not dropping ?

I really want to know if this is intended or not. Why can't you drop pallets when the killer is standing beside it or in it when you are getting chased ? i really dont understand so i would just want to know if it is a bug or if its just intended and i hate it.

If killers stand in the right spot they can block survivors from dropping the pallet. I do it as Wraith a lot so I can uncloak as the survivors waste time trying to drop the pallet.
It's intended. You need to time it right. Killers are big dudes, if you're worried they're gonna block the pallet then drop it sooner.
