What we can take from the latest perk statistics
You can look at the trend in perk usage between ranks to work out what perks are used by better players / what helps you play better yourself.
For Survivors
For survivor, It's clear adrenaline, borrowed time, and dead hard are all better perks, as their usage goes up with ranks. Iron will also enters only at red ranks, but that is more likely because only more adept players can make stealthy plays. On the other hand Self care is used far less, and sprint burst and self care are slightly less used too. This tells us that these perks will make you play worse / are used by worse players. I believe this is because self care encourages a very selfish play style, that will stop you from ranking up as you spend less time on objectives, whilst the other 2 are just genuinely inferior to dead hard and iron will (their counterparts).
For Killers
Quite obviously, ruin and BBQ and chilie are the best perks. There's no doubt about this. Enduring also enters at the high ranks, showing us that better killers are less likely to respect pallets. We can also see noed is less used, as whilst noed is good for saving a losing game, better killers will rely on perks assuming they won't lose, as they instead to kill most survivors before the gates open, and therefore noed is useless to them. Though noed is strong when you played badly, it is useless if you wish to improve (unless you're playing a weak m1 killer).
