Weeping Angel from doctor who as killer

Just an idea I came up with while thinking of what characters could be part of DBD.

Height: Tall

Terror radius: 24m - every second a survivor in a 24m vicinity is looking at the killer, terror radius increases by 1m(if 4 survivors are looking at the killer, terror radius increases by 4m every second). Maximum of 16m can be increased by the survivors. When survivors are not looking at the killer (includes when the killer is using its active skill), the terror radius decreases by 2m every second, until it reaches initial terror radius.

Movement speed: 150% - but cannot act or move when survivors in a 24m vicinity is looking at the killer. Looking at the killer means the survivor's 'character' must be facing the killer and not be doing an action(healing, repairing, etc). The point of view of the player(where the player is actually looking at) doesn't matter. However, when the killer is carrying a survivor, it can move freely with 110% movement speed.

Active Skill(Darkness embrace): When activated, the area inside the killer's terror radius is covered in total darkness(sphere shape, it moves with the killer). Everyone(both the survivor and killer) inside this area cannot see anything-this includes walls, pallets, generators, scratch marks, blood drops, other characters, etc- but they can still interact with all the objects, and auras can still be seen. The killer can see survivors that are in a vicinity of 2m. Survivors outside the area are unable to see inside, but can still see the auras normally. While in this area the killer can move freely in 150% movement speed but does not gain blood lust, and has 10% speed bonus for vaulting and pallet/generator damaging. This skill has a duration time of 30 seconds, but is automatically deactivated by: putting a survivor in a dying state, picking up a survivor or reuses the skill. Once deactivated, the skill takes 20 seconds to recharge. The recharging speed is 25% faster for every survivor that is looking at the killer in a 24m vicinity.


Perks:

1) Silent scream: Every time the killer is stunned or blinded by a survivor, generators in a 32/38/44m vicinity get a 5/7.5/10% regression.

2) Freezing sight: When the killer makes eye contact with a survivor in 15m distance, the survivor gets an exhausted status effect for 10/15/20 seconds. This does not apply to survivors that are already exhausted. Eye contact means the killer and the survivor were facing each other with no obstacles that block the line of sight.

3) Energy drain: Every time a survivor is killed or sacrificed, the killer's movement speed increases 2/3/4% for 3 minutes.


Predicted game play: It will probably be similar to the Spirit. But the spirit uses her ability to sneak up to survivors and attack them, while the Weeping Angel will have to sneak up to the survivors then use its ability to attack them. The Weeping Angel will be a very difficult character, as it cannot see anything while using its ability. So the player must have a good understanding of the map, and be able to predict where the survivors are. 'Iron Will' will be a good counter perk.
