Tier 1 of every bought and learned perk should show up in every inventory.
The more perks that will be added to the game, the bigger the grind will be. So, rather than purchasing or leveling a perk for a CHANCE to show up in another bloodweb, I propose that tier 1 of that perk becomes immediately available to all survivors or killers.
This wouldn’t change much but it would put less pressure on the grind and every player would have access to the necessary perks (provided they unlocked them.) That way when someone suggests “use Franklin’s” you could actually use it instead of staring into the distance like the Office thinking, “gee willikers this would be a great time to use Franklin’s IF I HAD IT.”

I mean yeah MoM needs a nerf. It still doesn’t change how it would improve the qol for everybody to have access to perks they learned or bought through the shrine.

They just need to make 3 perks appear at level 50 bloodwebs.

The grind is out of control, I can't recommend this to friends when new players have to struggle through a crazy grind.

This would be an improvement, there's no doubt about that, but I'm not sure it would quite solve the problem. Say you have all 65 survivor perks unlocked. Currently it would take you a whopping 195 levels to get each of them to tier 3. With this, you'd only have to level up 130 times. It's much better, there's no doubt about that, but it's still quite a lot.
Granted, this is less of an issue now that perks are slowly being standardized to where the tier 1 perks perform more closely to the tier 3 perks, but there's still quite a few that you wouldn't want to use unless you've got the best version of them.

The problem with tier 1 perks being close to tier 3 then is when you're getting upgrades of perks you don't need the upgrade to instead of new perks. If Im trying to get BBQ tier 1, I'm gonna be just as annoyed to see Unrelenting 2 or 3 on my bloodweb as I am unrelenting 1. The standardization doesn't help much in comparison to just removing 30% of the perks you'll encounter (all tier 1s)

I think that if you prestige a character, whatever perk tiers you had unlocked will show up in the bloodweb at the next tier.
So if you pick Meg and get Bond 2, then prestige, when Bond shows up again in your bloodweb it will be Bond 3. This cuts down on like a third of the levels you need to max a character without outright giving you perks when prestiging.
