Devout should include normal hooks and not just death ones
You're still doing the Entity's bidding by hooking the survivors and it'll be more rewarding (and beneficial) to people who hook everyone multiple times. That way they're rewarded for it without having to kill everyone, since that can often be difficult to do if you're playing "fair" so-to-speak (leaving the hook, switching targets, not tunneling, etc.) and will ensure a killer gets their emblem points.
Maybe they can do tiers, so like everyone hooked twice would result in a silver (everyone hooked once results in a bronze).

They really should review the criteria for all emblems, killer and survivor. Survivor emblems just work against each other in addition to working against the killer's. By pursuing one you are risking or neglecting the others.
Devout should be a bit looser or allow more options to getting it. Unbroken is just harsh, if you get downed just once, not even hooked, you lose emblem.
For a party game they sure want you to go cutthroat all the time.
