Rank when matchmaking sucks

What is the exact or approximate rank that matchmaking goes to #########? I know that currently at "high ranks" it is almost impossible for Killers to find matches, but when exactly does it start? Is it safe to work back up to rank 5, or should I not go past rank 10?

I'm staying around rank 10. My queues started getting noticeably longer around rank 6
