NOED Rework sugestion
The idea would be that the NOED to work with stacks, when the NOED will be activeted it will have a maximum of 4 stacks (at the level III of the perk), each stack gives the opportunity for the killer to instadown a survivor, that way the killer will be able to instadown just 4 times and not longer a unlimited instadown. The number of stacks that the killer will have when the NOED activeted will depends of how many survivor he hooked during the match (the same how works for bbq anda chili) Ex. If the killer hooked only two survivor during the match, when NOED starts he will able to instadown only two survivors, that mechanic will to prevent that kind of killer who cant hook anyone and at the final of the match the killer just to rely in a unlimited and unfair instadown.

But if you are still into nerfing it, i have an idea for you... why not nerf adrenaline as well? Its so unfair that survivor gets a "free" health state and "unfair" sprint burst?

Ok, lets make some points more clear, the idea its NOED not longer being a hex, no totems, it will be like a regular perk... completely change it, but at the same time keep the purpose of the perk (instadown survivors after all gens are finished) thats why we call that a REWORK, because will change the perk but keep the essence.
This discussion its about NOED cause I did have an idea about it, I play both sides killer and survivor 50/50, so when I'll have something that I judge interesting to say about adrenaline, trust me, I WILL, for now... its just about NOED.

Ok, but you can't change only 1 perk and not expect to completely break the balance... trust me, PTB will be a hell.
Also the change you are talking about would just kill the actual game balance by making rushing gens more effective... that's the thing that i believe people are forgetting, with any nerf to noed, you make survivors care less about the totems and therefor making genrush more common.

Im not sure if i understand you correctly, but im not saying that the game as a whole is balanced, but that the existence of noed make it to be closer to be balanced.
I understand that noed often can be unfun to play against, but there is a thing. It's really hard to make both perfectly balanced and fun games... and in the actual situation when it comes to the noed is that, it have a clutch position in balancing the game on the higher ranks... the importance of the noed is that, it forces the survivors to cleanse totems and making it not a hex perk, will nullify this pressure. Which will make survivors complete gens faster and then make the game more unfun for the killers.
So if you really want to change the noed, you will have to find a way to force the survivors to do other objectives. Also, after this you will have to buff the small game because right now the only real usage of this is to counter noed easier.

I would agree that NOED is not exactly “fun” to play against, especially if you lose track of how many totems have been destroyed. However, I’d argue that it’s a “neccesary evil” for this game, especially keeping Survivor Perks in mind.
No Killer would want to play a match where all 4 Survivors have “Adrenaline”, “Balanced Landing”, or similar Perks. There isn’t any surefire way of knowing they have the Perk until it is used (from what I know, started playing only a month ago). When it comes to 4-man SWF groups, you can be sure that at least one Survivor will somehow defy their fate against the Killer. It’s especially frustrating for killers like The Doctor or The Nightmare, since they don’t have the mobility to feasibly down them again (assuming they were injured when something like “Adrenaline” activated). However, NOED can directly counter these perks, and give slower killers a fair chance at getting another Sacrifice before the game ends. NOED also has its own counters through clearing all Dull Totems from the map. It gives the Survivors a similar worry when the EGC is activated that the Killers have with Survivor Perks.
Ignoring the balance issues that removing NOED would cause, there is another major problem with removing the Perk: it gives no incentive to clear Dull Totems in any given match. From my understanding, NOED is the only Perk which uses a previously Dull Totem in the game so far. Even though 600 BP is not exactly something to glance over, most Survivors will no longer go out of their way to clear these useless Totems scattered on the map.
Nerfing NOED or even removing it would be something that I desire. However, it couldn’t be done without the Survivor team gaining a massive advantage against The Killer. At the very least, Dull Totems would need more Perks and certain Survivor Perks would need to be nerfed in order for NOED nerf/removal suggestions to not tip the balance in a clear direction for Survivors.
