Legion Rework
Let me first start by saying that the most recent rework of legion is a better outcome than what they were prior. However, I feel that Legion is still ultimately not fun to play against. I want to outline some reasons why that is and also provide some changes that would make it more fun. Also, I'm not sure if this should be in the killer sub forum or elsewhere, so please move the thread to a more appropriate sub forum if this one is less appropriate.
Legion's ability, Feral Frenzy, forces survivors to have to essentially heal twice to return to healthy status. Furthermore, I want to argue that currently mending is not unique from healing—the only difference is a practically inconsequential timer in that a survivor will either (a) immediately mend when it's safe to do so and then move on, or (b) get downed because they decided to mend while in terror radius. The recent change where the mend timer does not decrease while in terror radius makes it insanely rare when a survivor actually is downed as a result of the timer being depleted. I feel this is problematic because this is boring game play for the survivor and doesn't really invoke any sense of strategy. However, I do like that Legion's ability does give him utility, and I think this is conceptually on the right track and my suggestion would stem from this.
I would change the consequence of not mending to adding a token for Legion that gives him a buff instead of downing the survivor, the survivor then would have the option to mend to remove the status buff with a brief penalty—I will return to explain this last part. So for example, let's say that Legion can essentially gain up to four tiers of effects and that each tier provides the following: (i) movement towards survivors not hit by Feral Frenzy is slightly increased, (ii) considerably decrease the repair speed of generators being worked on by multiple survivors, (iii) tremendously decrease the Legion's terror radius, (iv) see the auras of survivors that are 15 meters within each other if both are in the terror radius. Not that it would have to be these effects specifically, but they should be things that buff the killer and create danger for survivors grouping together if we want to stay true to the original concept. The core point is that Legion should gain their maximum power by applying mending to as many survivors as they can so that they're incentivized to not tunnel.
The next thing to keep in mind is incentivizing a survivor to not mend immediately (the brief penalty I mentioned earlier). I mean if I was aware that legion's ability was dependent on me not mending, then I would mend as soon as possible as a preventative measure. Therefore, I would have it where when a survivor mends completely, they scream (to notify the killer) and suffer exposed status for 30/45/60 seconds (maybe have this change depending on progress). This way a survivor has to make the choice of either contributing to Legion getting stronger, or playing a risk game of attracting the killer to them. As somebody that extensively plays survivor, this sort of game play has much more appeal that simply getting hit with feral frenzy and going, "Great, now I'm forced to do a heal action."
