I think the devs should add the prerecorded phrases for the survivors like the phrases in L4D2.
The main issue of the Solo players is a lack of information and coordination. This thing should fix it.

I think it'll help the community grow but at the same time more toxic. It'll really put the killer at a major disavantage in every game.

Actually... if the game will be balanced towards the voice lines, it will be also better balanced towards the voice chat, so after all it would be better.
And when it comes to the toxicity... t-bag will be still a major "toxic" behavior... while still being a completely viable strategy. Some killers really love to focus t-baggers and some gets so angered by this that they start to make more mistakes.
