Fix The Shape's Deviousness points gain
The Shape seems to be the most underpowered killer when it comes to gaining Deviousness points. A trapper can simply just gain 1000 points every time anyone gets trapped, and everyone else finds relatively easy ways to shoot that score up.
The shape, however, slowly accumulates it through stalking. Unless he explicitly manages to rig the game to max out stalking on all 4 survivors, which means he has to specifically tunnel said survivor with the tier 3 they'll give him before it runs out, and then magically not lose the game to wasting the entire game on stalking 4 survivors to the max. At the end of this, the shape still won't max out Deviousness. The only way to get deviousness maxed out is to use Scratched Mirror and play tier-1 only. Even the tiny 400 point buffs from the 4 times you can hit Evil Within 3 is nothing compared to what other killers can consistently get throughout a game.
The bloodpoints from stalking need to be doubled imo, so the shape can actually get that pip at the same rate others can. This shouldn't buff how fast he stalks survivors in terms of gaining power, though.

True. It is basically impossible to get more than 4k in deviousness if not having mirrror.

Tbh I don't really get why he's one of the only killers that actually has a limit on his special abilities. Everyone else, unless I'm missing one specific example, can just infinitely keep using whatever their special abilities are, and then the shape gets told "You are worse than most killers except for 1-4 minutes of the game, and that's if you've been staring at everyone instead of getting your pip for chasing and attacking and damaging gens", then you just can't do anything ever again.
obviously giving everyone exposed for 60s is strong, but the shape is surprisingly barebones otherwise, his Tier 3 lunge is only ever so slightly better than most killers, and nothing on his tier 2 is worth writing home about.
Honestly even years on, the shape is in dire need of a rework, from his bloodpoint gains to how he functions compared to other killers.
