I've been toying with and reworking this concept for a while to make it more balanced. This killer specializes in punishing lone wolf survivors and forcing them to group up for a higher chance of survival. All inspired by a song; I hope you guys enjoy it.

The Infamous -

Appearance/Mannerism:

Maxwell Edison, a normal looking and charismatic guy with strawberry blonde short hair who is no bigger or stranger looking than the average survivor. He's a snappy dresser as well, and honestly, no one could ever have known how brutal and vicious this killer was before his miraculous disappearance. In the Fog he’s become an unleashed sadistic terror against lone survivors. He moves at normal killer speed, and has the normal terror radius.

Back-story:

No one would ever suspect that Maxwell Edison was a seriously troubled person whose killing spree eventually rocked the media of Europe in the late 1960’s. This “Monster” operated between 1957 and 1968 at which point he was finally found out and arrested. His weapon of choice was a silver post mortem hammer that was an heirloom from his grandfather who used a similar tool in the old days to crack open the skulls of the departed on his autopsy table, and was awarded such a prize as an acknowledged his achievements as coroner. Maxwell’s story is one of a lifetime of murder, malice, and inhumanity. His first victim being his grade school teacher for reprimanding him when he joked around during class and made him stay after, but because he was an otherwise upstanding student and an expert liar, the police were left clueless of suspects. Later in life, while studying medicine and human anatomy, he met his second victim, who was perceived by others to be his college sweetheart at the time, and he casually murdered her on her front doorstep in the evening light, but with no witnesses to the heinous act no one ever suspected him. Because he got away with his early kills so easily his hubris grew and for a while he was satisfied by his cleverness, but his need to kill to impress the world became stronger as time went on. He was prone to killing lone random people for no other reason than “he could.” That wasn’t enough for him though, and to up the ante he dared society to admire his work and began targeting people that would spark outrage from the media: lone nuns, wealthy people, promising college students, and even children in playgrounds. When he got sloppy, and his killing spree got out of control, he was finally caught by the hard work of detectives from Police Precinct 31 in London. While he was on trial he pleaded innocent using all of his expert acting skills which earned him a following of supporters, and his most avid fan girls screamed and shouted during the trial for his freedom, but the judge knew better and sentenced him to life in prison. Maxwell took umbrage to this while the judge was delivering his sentence and he casually picked up Exhibit A... his silver hammer. Once in hand he publically executed the judge so quickly that court security officers could barely react, and when they did react he moved with incredible ferocity and killed them with a single blow each. His supporters stood stunned in shock while everyone else fled the courtroom, and he made sure they would never move again despite their pleas for mercy. Somehow during the chaos of that infamous court bloodbath after the room had cleared, he miraculously vanished. Despite all efforts of law enforcement and the public manhunt that ensued, no one knows where this monster disappeared to, nor has anyone seen him since.

Weapon:

A post mortem hammer made of silver, this weapon is lethal in his hands when used on lone survivors but otherwise it has the standard reach and damage.

Power: Alone at Last.

Passive:

Maxwell is a cold blooded killer who was able to show no signs of killing intent to his victims until it was too late for them to react. In the fog survivors have more warning than his previous victims but his Terror Radius heartbeat never increases in rate the closer he gets to them.

Active:

If there are no other survivors within 24 meters of a survivor Maxwell is chasing, he may activate this power, which turns the edges of his vision red, allows him to directionally hear their heartbeat up to 16m and Exposes them. This effect lasts until the survivor breaks chase, or another active survivor comes within range. Survivors in the dying state, being carried or hooked do not count against this powers ability to be activated.

Memento Mori:

He brutally and repeatedly bashes his hammer on the survivors’ head until there is nothing left but ground meat and bone squirting blood. All the while grinning and laughing maniacally.

Map:

Liverpool Elementary, England. This school was once a thriving and happy place where children were educated and grew essential social skills, but in the Fog it’s a dilapidated building filled with shame. An everlasting embarrassment to where the Infamous “Maxwell Edison” was once taught and graduated top of his class, this school was ruined after the trial. Condemned and abandoned with little to save it from repurposing, the Entity reconstructed it in the Fog after its destruction as a reminder to Maxwell of his first instinctive kill. This humble 8 room schoolhouse once educated generations of students. Featuring classrooms, a playground, small parking lot, demolition equipment/vehicles, and an overgrown football field adjacent to nearby woods. The hooks are solid silver pillars and arms polished to a mirror shine with the hooks themselves being made from equally polished onyx; the same colors of the schools emblem.

Unique Perks:

Once Burned: You have supernatural sense for those who escape you. Unlocks the potential in one’s aura reading ability. When the most recently chased survivor successfully escapes you, the next time you are within 4/8/12m from them, their aura is revealed to you for 3 seconds. Chasing a different survivor changes the target of this ability. Cooldown is 40 seconds every time this activates.

Painful Presence: Your presence induces panic in the injured causing them to make more costly mistakes. Any injured survivors 24/28/32m of you experience Tremendously difficult skill checks when performing healing actions. Injured survivors failing any healing skill checks while under this effect suffer a 50%/75%/100% loss of healing progress.

Sadistic Rush: The thought of completing a kill fills you with intense vigor. After putting a survivor into the dying state you gain a 10/15/20% boost in pickup, drop, hooking and attack recovery speeds for 5/7/9 seconds.

Survivor: Richard Head

Having a name that brings laughter, Richard is a portly man with a great sense of humor and thick skin. Using humor as his primary defense mechanism he has lived a decent life and became a family man in his early 20’s. In his mind there is no obstacle that can’t be overcome, and no situation he can’t help resolve. Intelligent, funny, and dedicated to being with his family again, he is a remarkable pillar to others in the fog that will optimistically encourage them without hesitation.

Unique Perks:

Sound The Alarm: Your need to inform others of danger is enhanced in the fog. Unlocks the potential in ones aura broadcasting ability. When being chased the first vault or pallet drop you perform alerts up to 1/2/3 survivors and reveals your aura nearest one for 4/6/8 seconds.

Charmer: Your charming nature puts others at ease. Skill checks are slowed (the rate at which the dial circles the skill check window) by 10/15/25% for anyone healing you or cooperating with you on repair actions.

Familial Instinct: Dying is not allowed for those who aid you. You help other survivors recover from the dying state at a 30/40/50% increased rate, but you sacrifice the use of any non-healing related perks for 30 seconds.

Male survivor sized with strawberry blonde hair and normal looking 1960's-ish clothing, but not the hippie stuff, the snappier dressed 1960's stuff. I wanted him to be almost indiscernible from a survivor so his TR passive could be more useful and he might get mistaken for one of them if they don't notice the silver hammer. In other words he doesn't look like a threat, but will totally kill you if he catches you alone.

Okay, this idea is pretty neat. I like the whole 60s scary movie feel to the fanmade DLC. Nice job
