First, remove broken keys from chests. You should not be able to loot a completely useless item unless you happen to have run ace in the hole.

And how about a one-time use brown flashlight? Just have it function similarly to the fireworks but you can only use it one time and not have any add-ons applicable to it. It would be a lot more useful than broken keys, for sure...
