Fan-made chapter: The cursed ones
Killer: The Cursed
TR:32
M/S: 115%
Size: similar to hag
Power: Blood curse
Start the game with 8 randomly placed cauldron markers
Successfully attacking a survivor fills a power gauge (max charges 4)
You can spend a charge to curse a survivor
Transversely you can take all charges to your cauldron which will appear out of any interacted cauldron marker (after this interaction is complete the cauldron will return to it's last location unless it is to be moved) to increase the effect of the curse each level increasing the amount of charges required to reach the next
1.) Cursed survivors suffer from inefficiency
(Items are consumed 25% faster)
2.) Survivor action speeds are decreased by 30%
3.) When a Cursed survivor fails a skill check their aura is revealed for 4s
4.) Cursed survivors are exposed.
Cursed survivors can remove their curse and any charges in the cauldron received from them by locating the cauldron which moves location once every minute to another cauldron marker unless a cursed survivor or the curse uses it (it then promptly moves after the action is completed). While moving the cauldron will make a noise once when it disappears from its current spot, and once when it reappears in the new spot.
PERKS:
Worked up:
Breaking a pallet or damaging a generator provides you with a 10% boost to movement speed for 12/15/20s
Guidance of the Devoted:
After losing a survivor in a chase (that lasted at least 15s) the furthest survivor outside of (40/36/30)m will scream revealing their location (this perk has a cooldown of 45s)
Hex: Perilous Repairs
If a survivor fails a skill check while in your TR gain a token for this perk max 5
2.) Survivors are hindered
3.)Survivors suffer from broken status
4.) Survivors suffer from blindness
These effects only affects survivors who have worked on a gen in the last 30s. Lose (3/2/1) tokens each time a generator is completed

I'm finding it a bit hard to understand the ability. So if I have 4 charges I can use 1 to curse a survivor to curse tier 1 or I can use all 4 at a cauldron to increase the power of my ability. So the next survivor I choose to curse will then have tier 2 curse? And it will take 5 to increase the power of the ability to tier 3. Also is there only one cauldron on the map at a time? I would find it extremely frustrating if the claudron moved every minute. Does action speeds include gen repairs because it would be way too much at 30%. Would need to be 10% at that rate.
Worked Up: I think it would be too strong for it not to have a cooldown. 10% is a massive difference in chases and with enduring and spirit fury it might be a bit too much.
Guidance of the Devoted: Good idea. I think the cooldown is fair and it would be a very good tracking perk.
Hex: Perilous Repairs: Very weak for a hex totem. The totem could be destroyed before any skill checks are missed. I think it should be map wide and affect everyone. Like the idea of losing a token when gens are repaired.
I'll give you proper feedback on the ability when you confirm a few things about it. You have some good perk ideas which would work well in this game.

You spend one to mark a survivor, each time you take your tokens to you cauldron all survivors marked previously and from now on would be the tier it is leveled up to, tier 2 would require 2, then tier 3 would require 3, and tier 4 would require four so total it would take 9 tokens to reach max curse, and yes there will be a single cauldron (might have forgot to mention it would emit a short ranged sound when teleporting)

Ok well the ability is good then but remove the mechanic that it teleports randomly every minute. Have it only move after it's been used by the killer or survivor and the action speed should be lowered to 10% if it involves gen repairs.
