How would you buff sabotage or saboteur?
Personally I would increase perk saboteur because on its own it's pretty usseles, more that it's previous form (one about 100% less use of charges)
I would increase sabotaging without box to 80%
And sabotaging with box by 30%
And maybe increase how long do hooks and traps stay sabotaged by 30/45/60 seconds.
And to give people reason to sabo, I would make similar to how they changing emblems, if I drop hook or hooks within certain radius from killer and survivor wiggles out count it same way as pallet saving or flashlight saving.
Tell me how you guys would change saboteur or sabotage to make it more viable.

They can't slugg if you sabo in their face, and if they do then that person on dead hook gets some time.

I would remove it/rework it. It's a bad designed perk which forces bad playstyles of the killer.
When I notice I verse a sabotage squad I will camp everyone I managed to hook.

? so killers complain about gen rush and when surv want to sabotage which is wasting survivor time and give killer more lenght game they actually complain .

The time they waste to get a hook to 99 is nothing compared to the time a killer wastes downing a good survivor on an organized team to just have the hook cut down before they can get there.

You cannot really buff Sabotage. I mean, I only sabotage when I have the Daily, and while I try to sabo Hooks to 99%, it rarely pays of. I am either playing Solo or in a 2 man SWF, so it is not the most effective thing when not in a 4 man SWF. And even then, it is not optimal, because there is no guarantee that someone will go down near this Hook I just sabotaged to 99%...
But, if you would make sabotage actually viable, you simply promote slugging. If people run around, sabotaging Hooks which makes it not possible for the Killer to hook anyone (and doing this in a reliable way), the Killer will just keep those people slugged.
And in general, I dont think that something that sabotages (haha) one of the Core Mechanics of the Game (putting people on Hook) should be so strong that it is a real option. Sometimes and for fun Builds, yes. Viable so that it can be used frequently - no.

I would make it so that if you have saboteur equiped you insted of breaking hooks now cause hooks to become damaged which cause current sacrafice stage to be prolonged by 30 seconds when used by killer.

I`ll introduce a new perk like botany knowledge.
NewPerk: You gain the ability to read hooks auras in 20m radius. Additionally, increase sabo speed 15/20/25%.

I wouldn't buff either. What I would do is remove the ability to sabotage bear traps. I still do not like the ability for items and perks to be able to hard counter Killer powers.
