I suggest you watch this Q&A they posted on youtube. In it, they go over all the perks they are going to change in the future- including tinkerer. I think they even said they may have forgotten to mention some of em.

The old effect is completely gone, which I'm happy for because the perk is absolutely useless on most killers, and the ones it is useful it completely breaks the game and makes their power OP. Specifically Billy insta-saw and Huntress insta-hatchets are the big problems.
The new Tinkerer will actually probably be a very good all around perk. It tells you when a gen is 90% complete, or 8 seconds from completion (by 1 surv with no speed buffs). Combo this perk with Thanatophobia and 1 injured person adds 6 seconds, meaning you now get a notification 14 seconds before the gen pops. With all 4 injured this can give you a full 20 seconds to get to that gen and stop progress. If you have Dying Light active, that's a flat 16.6 seconds added for 24.6 seconds. Stacked with TP you can potentially get a notification 30 seconds before the gen is done if obs is dead and 1 surv is injured. It will be very powerful.

Without going into specifics....for my Billy build tinkerer is a constant. It's used interchangeably with another add on, but only for specific conditions.
Initially, I'm NOT happy with the changes to tinkerer. I don't really care for the updated version and I think the effect (0 terror radius) is complete cheese. That said, I won't mind the changes so much, provided they at least try to buff the current addons that benefit from the perk.

I realize that tinkerer is one of those perks that's either useless or amazing depending on the killer. That said, this rework is awful, and there is no real reason to even consider using tinkerer on any non-mobile killer. 8 seconds reduced terror radius when they're about to pop a gen? Uhhh.. ok, I guess. The notification is nice and all, but I can only see nurse/billy even thinking about using this version. Every other killer probably won't have any use for it.

Not really. When it's a 3-gen situation the TR means absolutely nothing, and you're not going to get enough regression to mean anything if the Survivors play it smart. The only people it's going to affect are new players and morons on the Survivor side of things. I can see this being potentially useful on a number of Killers, but unless they have mobility it's going to take luck with where the generator is at to interrupt it.
