Thanatophobia change to be proper slowdown

Atm it is not worth to heal to get rid of Thanatophobia even at max stacks.

16% speed decrease adds 15 seconds to repair timer for single repairman which is less than heal received from teammate even without debuff.

Thus Thanatophobia should be adjusted to be proper slowdown perk:

a) Perk should not affect healing to encourage spending time to heal.

b) Thanatophobia should affect repairing, sabotaging, gates opening and chest searching

c) Debuff percentage should be adjusted to 12.5% per injured/dying/hooked survivor to be 50% debuff at max stacks.

So, Thanatophobia with Sloppy will actually slowdown game if Killer decides to use such combo.
