Running glitch/bug?

Has anyone encountered a glitch where you're running as a survivor and it slows you down to almost walking speed since last patch? I play on PS4. It's not killer specific. First I thought it was part of ghost face's power(simply bc I was facing so many of them) but it happens to me against everyone.

    Happens to me as well but I'm not sure if it's a bug or controller input
