Idea for ruin nerf/ change
Keep ruin how it is but instead of getting no progession bonus the gen gets a slight bonus like ruin 1 is 5% ruin 2 is 3% and 3 is 0% progession per great skill check.

Ruin in its current iteration is a band aid to the gen rush problem much in the way that DS is a band aid to the tunnelling problem. You can't really nerf either of them too much until you fix the problems that they solve to begin with.

You don't need to nerf it when Stake Out directly counters it.
Stop running the same perks.

If I'm understanding this correctly, you want great skill checks to give 5% bonus progression when a Killer has Ruin 1. Great skill checks give you 2% bonus progression by default, meaning you basically want to buff great skill checks and gen rushing and make Ruin 1 a terrible perk to run against Survivors who can actually hit great skill checks.
How about NO. Fix the gen rush problem first before thinking about a Ruin nerf. It's fine in its current state.

Learn to hit great skill checks. Ruin is borderline necessary for the majority of killers. If you wanna nerf it in any way it needs to also lose the Hex status.
