Prevent crawling for downed survivors perk for some amount of time

This could do well with some other perk combinations allow some slugging strategies


I can see trapper/hag benefiting from such a perk.

    I'd rather see mechanics discouraging slugging than see some encouraging it - this said as someone who enjoys making slugging builds for fun.
