New chapter, "Shadow Of Fear"
This killer looks like the Grim Reaper. He will be called "The Shadow." His lunge range would be the lunge rang of the spirit. His speed will be 4.6, like most killers. Here is his power.
Soul Taker:
You take the soul from a survivor,(Kind of like Freddy), once you take there soul a timer appears on the survivor, (kind of like The Pig), this timer takes 55 seconds to run out. Once it does you see the aura of the survivor. The way to stop the timer is for survivors to go to ghost chest around the map. It takes 9.5 seconds to open the chest and get your soul back. The actions survivors do to open the chest is look under the chest and find a key, this takes 3 seconds, then they unlock the lock, takes 4 seconds. then they open the chest, which takes 2.5 seconds. That's not all. The Shadow can hide in the chest and if a survivor opens a chest you are hiding in you grab him and put the survivor on your shoulder and take him to a hook.
Mori:
A Ghost chest appears in front of the survivor, he goes to open it and The shadow grabs him and pulls him in the chest and locks him in it, after the mori the chest disappears.
Perks:
Death Row: You can gain up to a maximum of 3/4/5 stacks. When a survivor fails a skill check you gain 1 stack. 1 stack makes you see the survivors aura that blew up the generator for 5 seconds. 2 stacks you can see all the survivors auras on the generater that was blown up for 7 seconds. 3 stacks, all the other gens that are not being worked on are covered by the entity for 30 seconds. 4 stacks you can 1 shot the survivor that blew up the generator. This last 40 seconds. 5 stacks you can mori the survivor that blew up the generator. this last 45 seconds.
Fresh Blood: Whenever survivors are in your tarror radius 2/3/4 of them recieve the mangled, blindness, and haemorrhage status effect. There perks are also desabled at the time.
Hex: No Were To Hide: 1 hex totum is hidden in the map. When the totum is cleansed all the generators that are not being worked on get blocked by the entity for 50/60/70 seconds.

I like your concept for the killer. I like their power also how survivors have to find chests and have to do a sequence of events to open it.
Death Row: I like the idea, but i worry it might be weak. Have it like any failed skill check is affected like(I'm rewriting it) 'You can gain up to a maximum of 3/4/5 stacks. When a survivor fails a skill check you gain 1 stack. 1 stack makes you see the survivors aura that failed the skill check for 5 seconds. 2 stacks you can see all the survivors auras for 10 seconds. 3 stacks, all the other gens that are not being worked on are covered by the entity for 30 seconds. 4 stacks you can 1 shot the survivor that failed the skill check. This last 40 seconds. 5 stacks you can mori the survivor that failed the skill check this last 45 seconds.' This is to broaden it so it has more use. The reason is that not everyone would fail a skill check.
Fresh Blood and Hex: No where to hide looks to be great perks. This is a great chapter!
