I was thinking why not just get rid of the requirements of having it be under the killer's terror radius while in a chase. It should still be able to fill up while you're in a chase if it requires that much time to even use it.

It just shouldn’t be a terror radius dependent perk, a 45 second cooldown with it being usable at the start.

@Luigifan64 reducing its cd to 30 seconds would do the trick too

I would like that, but it doesn’t solve the issue of a killer that has a very small or no TR seeing as getting the perk would still be tricky.
