New Killer: The Impaler
Me and my friends had the idea of Vlad being a DBD killer. Here is what we got.
This is still WIP so there will be more to it. But I would like your opinion on this.

Name: Vlad Drăculea
Origin: Romania
Gender: male
Terror Radius: 32m
Speed: 115%
Height: Tall
Weapon: Sword
Memento Mori (1st person): He summons a wooden pole in his hands, while the Survivor tries to crawl away (like Jake in the opening game trailer). Vlad then impales the Survivor through his gut and sticks the pole into the ground.
Power: Armata Strigoi
You have the power of the Night. Every time you hit a survivor you get a Token up to a maximum of 3 Tokens. Use your Activate Ability button to transform into a swarm of bats and teleport to a location of your choice to consume one Token (like Nurse). The range depends on the channeling time. The Teleportation has a Cooldown of 30s.
The more victims die on the hooks or by your hands, the more powerful you'll get. Every Survivor who is killed or sacrificed will join your Army of Strigoi. The Survivor will spawn as Illusion (I call them Strigoi from now on) on a random spot for 20s. After this he will be invisible for 5s before respawning at another random location. Locations are: Totem Spawns, Generators, Exit Gates, Chests and other objectives. The Strigoi will act like a normal survivor, are seen by you as Aura and give an audio visual cue to you when a living Survivor is in a 8m radius to the Strigoi.
[Edit: The Strigoi would (when spawned at a gen) sit down and "repair" the generator. A Totem would be "cleansed" etc. Strigoi would also have collision so they are not distinguishable from a living survivor. Which means: If the Strigoi "cleanses" a totem you can't do this until it's despawned.]
Passive: You know how to keep your victims captured. When hooking a Survivor you nail them with a wooden pole onto the hook, making an escape impossible.
Survivors are not able to unhook themselves unless they use Deliverance.

THE ART OF WAR (Lvl 30)
When you know the enemy and know yourself, you need not fear the result of your trials.
When you hook a Survivor the first time, you learn of 2/3/4 random perks this survivor has equipped.
[Maybe not so strong, but it could give you good information about some nasty perks. Or even to find ot if there is a DS or not, when you have an obsession perk. ]
UNPREDICTABLE (Lvl 35)
Your connection to the Entity makes you unpredictable to confuse your victims.
Your Terrorradius varies during 60 seconds between 70/60/50 and 130/140/150% of your standard Terrorradius.
Affects the Lullaby.
Stacks.
[Here it could be a bit difficult to determine whether you TR is bigger or smaller. So I thought of a timer similar to perks like MYC, Bloodwarden etc. When the icon is black, your TR is bigger, when it's white, it is smaller. ]
FLIGHT IS FUTILE (Lvl 40)
You will get your victims at all costs.
When performing a lunge attack, you lunge 20/25/30% further and your cool down of a successful hit is decreased by 5/10/15%. The cool down of a missed attack is increased by 20/25/30%.
[I would like to have a perk which extends your lunge (RIP Dead Hard). An alternative would be to make it quicker. The numbers could vary of cause. Just an example.]

Wow, really interesting idea even if it will end up as a mid tier killer (doesn't seem so strong imo). Imo if they are planning to adapt Vlad "Drăculea" Țepes (Dracula known by some), I hope they will adapt him as a slasher (just like your killer) and not a plain and straight boring vampire. I would be happy with him in-game, he will be a great addition to the lore and the killer roster, he is Vlad Țepes after all, one of the most recognisable characters of the Horror genre and the best part is that they don't need a licence to adapt him here.

@Impala Yeah I know that his power would need a tweak. I liked the teleportation thing but didn't want a new Nurse (the Devs said that they don't either) so I connected the (global) teleport with a cooldown. So you could either use it mid-chase or to get to places far away (BBQ, Thrilling Tremors etc).
Maybe a teleportation attack is an insta down. This would fit with this token idea well me and my friends had. But rather M1 at least once before you can teleport and you can store up to 3 teleportation tokens (with the cool down of cause).
What about that?
Ps: I'm totally with you. Vlad should be in this game. But as The Impaler and not The Vampire like you said :)

Hmm, not sure about that either, we just had Freddy reworked and now he has a teleportation ability.
Here's an idea, give him an in-game item like the Pig's jigsaw boxes or Plague's fountains. Let's call those torture chairs, when you catch a survivor, you can choose to put him in a chiar (not on a hook) and that would activate his ability, torturing a survivor will get "Exposed" on the other 3 and the aura of one of them will be shown for 5 seconds (to give you a boost). The survivor in the torture chair must be freed by another survivor but a torture chair won't act like a hook, if the tortured survivor will be hooked after being tortured he will still be on the 1st hook (although the timer will be faster). Also the tortured survivor gets broken for a limited time after being rescued from the chair. What do you think? Those changes will really drop all of his "vampiresque" powers. He can be balanced by changing the timers accordingly.
P.S. I forgot to mention that I love your mori idea.

@Impala Hmmm this sounds cool AND is very unique too.
My swarm of bats teleport was the only reference to the vampire I would have made but nothing more. This would have been (and still will be explained) when I write the background. It was something the Entity did to him.

Oh, yeah, then why not? I thought you were just referencing his vampire legend, the entity touch should explain it very well.

@Impala I'm more referring to the historical person. And this is why I would not choose the "Torturing Chair" of yours but keep your idea. Vlad was cruel, but no man of torture. So me and my friends (one of them studies history, so yeah XD) will think about this and I will edit it when done.
