Should the focus be on buffing weaker killers and weaker aspects of survivors or nerfing?
People talk about "nurse needs nerfs" and "prayer beads spirit is broken" blah blah blah (these are exadurations) but I don't think I hear too many people saying
"ace in the hole needs a perk rework like tinkers"
Or
"I wish I could use hangman's trick more, for its purpose it does a good job but because nobody runs sabotage it's useless"
(these are just exadurations and not to be taken as me saying these are necessarily true)
So I wanna know what others think. Should we ask for more buffs to useless perks and killers like we had been for freddy/insert survivor buff
Or should we keep asking for nerfs to gen speeds, nurse and the "top tier killers"?

People are obviously going to complain more about OP stuff because those things ruin your experience.
If something is UP you can just ignore it.

True. But say for example your getting bored of constantly running self care or playing these top tier killers and you want to run something different that's also going to ruin your experience because your forced to hinder yourself in a game just to have some variety.
An example of this is solidarity vs self care
While yes solidarity is a fun perk it isn't nearly as useful due to the time needed to find someone who's injured and then hope that you aren't healed first.

@Andreyu44 Freddy was weak and people still complained and the devs listened to those complaints because they were volumous(survivors) over those who were rational(killers).
OP, I am against the idea of feedback based on specific requests for changes; they are the problem that has made a mess of the game, they can not be the solution, whether they are calls for nerfs or buffs.
Whether or not the Nurse is OP at whatever level of play; she was designed for a version of this game that no longer exists. The point of her was to get survivors weaned-off looping so they would diversify their playstyles. They wouldn't, so the devs simply changed the game to revolve around that particular playstyle, which the Nurse is designed explicitly to be strong against.
The devs have yet to explain why they did this, what their justification is and if they believe the same standards should apply to both survivors and killers equally.

They released Freddy during a Free Weekend, which was a big mistake.

I feel like for most of the time asking for buffs is way healthier. Like, Id love a Mettle of Man buff that gives stacks off safe unhooks as well, then I'd run it. Or a Small Game buff that kept track of totems, similarly to Thrill of the Hunt. That would change up some perk builds and make the game healthier.
Whereas nerfing strong survivor perks would cause a lot of problems. Nerf Dead Hard and i'm pretty sure the nurse would never be able to play without 4 dcs. Nerf adrenaline and everybody will SCREAM for NOED nerfs.

Though it's annoying when it's present for too long, i much prefer making things OP and then fix them, instead of making things weak and then fix them.
Not only can you, potentially, have fun with OP stuff, they're also fixed WAY faster due to them just breaking the game.
You don't have to look any further than Monstrous Shrine for the perfect example of being neglected.
Mettle of Man is the perfect example of OP. (Btw, if you disagree, that's totally fine, but i'm not here to debate with you on that.)
In short, make it stronger, and don't be afraid to go overboard.
Heck, if you're generous like that, you might actually find out some cool stuff or maybe even think of neat new mechanics besides Obsession & Hexes.

Always favor buffs. More power means more options, and therefore more depth of gameplay. Everyone being weak is just a slog.

Buffs are better than nerfs as a rule.

Buffs are generally better than nerfs unless something is so much more powerful than it should be that it's straight up bad for the health of the game.
