How much time is actually lost per normal skill check while working on a gen. I think its 7 seconds, while one of the streamers I watch thinks its 4 or 5 seconds. 5% regression on a 80 second gen is 4 seconds, while the actual pause is about 3. So that means to me its 7 seconds total.
Is this wrong, or right or what?

You lose 5% for missing a great skill check, which is 4 seconds. You have to wait 3 seconds to work on it again, making it 7 seconds. You still have to work another 4 seconds to get back your lost progress, making it overall 11 seconds.

Well working back to your lost progress, that's the 4 seconds you've lost for missing a great skill check. So you're counting the 4 seconds twice. It's 7 seconds in that case.
