Define Balancing by 2 Kills?

Is the balance factoring in just two people died in a match?
Otherwise are they considering 2 kills as 6 hooks?
6 Hooks is half the hooks which equates to 2 kills. This I think is a better balance goal than simply saying 2 kills. I can camp two people a game and get two kills. However, 6 hooks before EGC is not always possible.
Simply just curious on what defines a kill around balance.

I just got a match as Clown where I hooked them all at least twice and killed two of them.
Still de-pipped.
